Following a complaint made by Citizens Advice in 2005, claiming that aspects of the payment protection insurance (PPI) market were severely harming the interests of consumers, a report has been published by the Office of Fair Trading.


Payment protection insurance is designed to safeguard borrowers’ ability to keep up loan payments and in theory it should make it easier to avoid getting into debt. If the borrower suffers an illness, an accident or loses their job, then PPI should step in and pay out for a specified period of time. It appears that borrowers’ are not being made aware of exclusions which may mean that they can’t make a claim.


In addition to these omissions, it appears that borrowers’ have no true idea of the real cost of cover and do not receive suitable information on the product.


What is making matters worse is that providers are using an assortment of very different terms for the same products.


Not all borrowers need the protection that these policies offer. Prior to taking out the loan they would not have considered the purchase of additional insurance and it is a fact that almost 90% of unsecured loan providers automatically calculate the cost of the PPI in the full figures for the loan. If you apply for a personal loan you are likely to find an amount for PPI added to the bottom of the calculations and may even assume that this is a pre-requisite, which could be taken as misleading.


The Office of Fair Trading revealed that the variance in the prices were not relative to the cost. There were cases of virtually identical policies costing from Ј16 to around Ј40. Product providers seem to be doing very well out of selling the cover, with the cost of claims showing as a very small proportion of the annual income of Ј5 billion which they receive from premiums.


In the PPI industry as a whole, the Office of Fair Trading was not happy with regards the provision of clear information on PPI prices, although this was not totally the case. It was commonly found that marketing literature was on display without any indication whatsoever of costs.


When taking out a loan, 25% of borrowers’ had the mistaken impression that by taking out a payment protection plan, their application for credit would be viewed more favourably. Sales agents earn a considerable income from the sale of the product and commission of 60% of the product price is common.


An amazing 7.5 million PPI policies are sold every year, despite the fact that they are unsuitable for a great many borrowers’ and many of them are incredibly expensive.


A feed-back session on the Office of Fair Trading report is being held. Further action is then expected and this is very likely to result in them offering encouragement to companies to improve the product which they offer to their clients. Plans are then likely to be put in place for a code of conduct. These moves would be on a voluntary basis.


In the event of companies not complying with whatever moves are proposed, it is possible that a full investigation and recommendations could be handed to either the Financial Services Authority or to the Competition Commission.


In the meantime, remember that this is a purely voluntary form of insurance. Cover for accident, illness or loss of job can be found in other forms. Indeed it is likely that many borrowers’ who have paid for this expensive cover are already amply insured via other products.

The Forward Explicit Congestion Notification (FECN, pronounced "feckon") bit is set to zero by default, and will be set to 1 if congestion was experienced by the frame in the direction in which the frame was traveling. If network congestion exists in the opposite direction in which the frame was traveling, the Backward Explicit Congestion Notification (BECN, pronounced "beckon") will be set to 1 by a DCE.

If this is your first time working with BECNs and FECNs, you might wonder why the BECN even exists - after all, why send a "backwards" notification? The BECN is actually the most important part of this entire process, since it's the BECN bit that indicates to the sender that it needs to slow down!

For example, frames sent from Kansas City to Green Bay encounter congestion in the FR cloud. A Frame Switch sets the FECN bit to 1. In order to alert KC that it's sending data too fast, GB will send return frames with the BECN bit set. When KC sees the BECN bit is set to 1, the KC router knows that the congestion occurred when frames were sent from KC to GB.

Frame Relay BECN Adaptive Shaping allows a router to dynamically throttle back on its transmission rate if it receives frames from the remote host with the BECN bit set. In this case, KC sees that the traffic it's sending to GB is encountering congestion, because the traffic coming back from GB has the BECN bit set. If BECN Adaptive Shaping is running on KC, that router will adjust to this congestion by slowing its transmission rate. When the BECNs stop coming in from GB, KC will begin to send at a faster rate.

Firstly, allow your child to express interests. Let her select the


topic. If she wants to learn about flowers, tell her about the


various flowers, their functions, parts of the flower, rare flowers


etc. But don't go overboard. Allow her the freedom to stop when


she has had enough. This process of learning may take a month or a


day. It is up to the child to decide how much she wants to learn.


Expand your child's areas of interests using videos, books, magazines,


puzzles and games. Go to a museum or take her to a library.


Simultaneously, broaden your own interests. The more you know, the


more the child gets to learn.


Notice all opportunities for learning. When in the kitchen, point out


the vitamins in fruits and vegetables. What makes tomatoes red, and


why are leafy vegetables good? If you don't know the answers, don't


worry. Look it up. Lastly, don't worry if the going seems slow. This


is just the way kids learn. Give them time and lots of encouragement.

Another place where you can do some bird watching is in Rome, Georgia. With a total land area of 59,000 square miles, you will get to encounter one of perhaps 300 plus bird species that have made this place their home.

In other parts of Georgia, you will encounter Black Vultures, Catbirds, Mourning Doves, Northern Mockingbirds, Northern Bobwhites and Turkey Vultures.


The state bird of Georgia is the Brown Thrasher. You won’t miss it because this usually sings while you might see Ruby Throated Hummingbirds in the garden as they enjoy being around flowers and feeders.


Other birds that you can see here are the Acadian Flycatchers, Barred Owls, Belted Kingfishers, Blue Gray Gnatcatchers, Horned Larks and Sedge Wrens. Those who want to go hiking can travel to the Kennesaw Mountains. There are over 20 species of birds up there mostly warblers. While you are there, you can go the visitor’s center and get a bird checklist as well as ask if there have been any rare bird sightings.


Along Georgia’s southern coastal region is the Colonial Coast Birding Trail. There are over 300 species of birds that have been seen here so it is really a treat to see so many all in one place.


You can also call Georgia’s Ornithological Society to be informed of rare birds. This is updated on a weekly basis given that Georgia is host to many migratory species.

Forecasting the future value of your 403 b

If you’ve got Microsoft Excel (or just about any other popular spreadsheet program) running on your computer, you can use its FV function to forecast the future value of your 403(b) account.


The FV function calculates the future value of an investment given its interest rate, the number of payments, the payment, the present value of the investment, and, optionally, the type-of-annuity switch. (More about the type-of-annuity switch a little later.)


The function uses the following syntax:


=FV(rate, nper, pmt, pv, type)


This little pretty complicated, I grant you. But suppose you want to calculate the future value of a 403(b) account that’s already got $10,000 in it and to which you and your employer are contributing $200-a-month. Further suppose that you want to know the account balance—its future value—in 25 years and that you expect to earn 10% annual interest.


To calculate the future value of the 403(b) account in this case using the FV function, you enter the following into a worksheet cell:


=FV(10%/12,25*12,-200,-10000,0)


The function returns the value 385936.13—roughly $386,000 dollars.


A handful of things to note: To convert the 10% annual interest to a monthly interest rate, the formula divides the annual interest rate by 12. Similarly, to convert the 25-year term to a term in months, the formula multiplies 25 by 12.


Also, notice that the monthly payment and initial present values show as negative amounts because they represent cash outflows. And the function returns the future value amount as a positive value because it reflects a cash inflow you ultimately receive.


That 0 at the end of the function is the type-of-annuity switch. If you set the type-of-annuity switch to 1, Excel assumes payments occur at the beginning of the period (month in this case), following the annuity due convention. If you set the annuity switch to 0 or you omit the argument, Excel assumes payments occur at the end of the period following the ordinary annuity convention.

Cons


One of the biggest cons of refilled ink cartridges is they can be tricky to refill. The printer manufacturers are making it harder and harder to refill their cartridges, and if you're not careful you can have problems after filling them.


Air bubbles can form in the ink which can translate to splotchy printing. The refill process can also be messy, with spilled ink being a common problem. Ink stains are next to impossible to remove so you want to be sure you're not wearing good clothes or working over carpet when refilling your cartridge.


And finally, using refilled ink can void your warranty in some cases. If you have a problem and it's determined to be caused by the aftermarket ink, your printer warranty won't apply. You have to weigh the cost of ink versus the cost of replacing your printer and make your own call on this point.
